In the reported case, the other queue managers were running a supported release, however they were running in (COMPAT,710) and so still retained the ability to be backwards migrated to Version 7.
Problem conclusion
CSQ5PQSG is changed to correctly report that the QSG/DSG is not ready for migration due to incompatible qmgr levels, when any qmgr in the QSG/DSG is either running at, or capable of running at Version 7.
