Error description

• If you have a stub configured with a FormData schema, filtering
  does not match when the received data uses lower-case encoded
  hex characters.
  For example, the encoding for the character '/' is either %2F or
  %2f.
  The stub is configured to filter on the '/' character.
  
  If the message is sent containing %2F the stub matches it.
  
  If the message uses %2f the stub does not match.
