Error description
The problem is caused when DFHPIDM reads the catalog entry for the requester pipeline. The respwait value is always passed directly to DFHPIPL to recreate the installed pipeline resource. However, no consideration is made to whether a respwait value was originally set. If the PIPELINE is defined with RESPWAIT(DEFT) then this causes the pipeline to believe it has a real RESPWAIT value of -1 after a warm start. This gets passed through DFHWBCL and on to DFHSOCK. DFHSOCK uses -1 to indicate that there is no timeout when waiting for the web service response.
Local fix
Set a timeout interval in the DFHWS-RESPWAIT container.

RESPWAIT(DEFT) indicates that no timeout has been specified so a default of 10 seconds is to be used. CICS is shut down and restarted using START=AUTO. This causes DFHPIDM to recover the PIPELINE from the catalog. DFHPIPL is called to recreate the installed PIPELINE. DFHPIPL is incorrectly passed a RESPWAIT value of -1. DFHPIPL should not have been passed RESPWAIT because the original PIPELINE did not have that attribute explicitly set. The PIPELINE is now enabled with a specific wait timeout of -1. Sockets domain uses -1 to indicate that there is no timeout. This results in CICS waiting forever for web service responses instead of using the default 10 second timeout.
Problem conclusion
DFHPIDM has been changed to only pass RESPWAIT to DFHPIPL if the catalog entry indicates RESPWAIT was explicitly set.
