APAR status

• Closed as program error.

Error description

• When DFSCD000 is not registered in the RECON data sets, ABEND0C4
  occurs at ATY#TRAC and FABXADSC.
  

Local fix

• Register DFSCD000 in the RECON data sets even if UNREGCAT=
  parameter is specified in the DFSDF member.

  Administration Tool cannot build any internal tables
  for IMS Catalog DBD under all of the following conditions:
  
  - IMS is active at the same LPAR as the DAI SOT
  - DFSCD000 is not registered in the RECON data sets
  
  As the result, ABEND0C4 occurs at ATY#TRAC and FABXADSC.
  

Problem conclusion

• Administration Tool is changed to build some internal tables
  correctly even if DFSCD000 is not registered in the RECON data
  sets.
