Error description
The customer has a policy-attachments-server.xml in the same spot as the policy-attachements-client.xml, in the Web-Module, in the folder /WEB-INF/. However, while the Client policy is picked up, the Server policy file is simply ignored. For more information, see SF case: TS001944262.

Problem conclusion
This problem occurred because the classloader that was used for finding the policy-attachments-server.xml file in the Web module was unable to find the resource. The problem was fixed by using the correct classloader when searching for the resource in the WEB- INF folder of the Web module. This issue is fixed by Open Liberty GitHub issue 6916.
