• When the number of active XCF group sets is only one,
  Administration Tool ISPF issues the following message and ends
  without the initial screen:
  ATY$PXCF REXX ERROR 40 IN LINE 475: Incorrect call to routine
  atydatah1 = c2d(hh1,4) /* hex data */
