Error description
In Debug Tool (DT) v13.1, the cross reference table data set is read in the non-IMS environment when the DLAYDBGXRF,DSN option is provided. The same problem has been observed in z/OS Debugger v14.0.0.8 and v14.1.6.

Do not use the DLAYDBGXRF,DSN option in non-IMS environment.
