Error description

• When a CQ user has been subscribed to a user database and later
  on unsubscribed, any upgrade of the user database will replay
  the unsubscription. In case where a large number of users have
  been unsubscribed, this can lead to large times to complete user
  database upgrades.
  
  Steps to reproduce:
  Just have a user subscribed to a database, explicitly or via
  group membership and then unsubscribe it to that database. The
  next time you upgrade that same database you always get the
  unsubscribed user updated, even if the change you want to
  propagate has nothing to do with that user (like changing the
  password of some other user).
  if your have 4000 users subscribed to a database and you change
  the password of one of them, the upgrade of the user database
  updates only that single user. If you then unsubscribe 3000 of
  those users and late on change the password of one of the
  remaining 1000 users then the upgrade of the user database will
  update 3001 users.

Problem conclusion

• A fix is available 9.0.1.11 and 9.0.2.3.
  ClearQuest has been fixed so that the unsubscribed users are
  marked inactive during user database upgrades.  This results in
  better performance.
