Error description

• It is easy to reproduce, on Cognos 11.1.1
  First scenario:
  Goto Team Content page, click on right ... of one of content ,
  then click on 'property', it will show the blank page, it is for
  any content language setting.
  
  Second scenario:
  Using content language setting either Chinese (Hong Kong SAR
  China) or Chinese(Macau SAR China) or Chinese(Taiwan)
  Go back to Team Content page, when you click on right ... of one
  of the folder, then click on 'property', it may show blank page
  when you have below
  
  As a summary, for the packages it happens with all content
  languages, for all other objects like folders seems to occur
  only when using content language  "Chinese (Hong Kong SAR
  China)"?"Chinese(Macau SAR China)" or Chinese(Taiwan)"
