Error description
We attempted to load a Cognos deployment that includes many users in an Azure OpenID namespace (it was a full export with user accounts included) into a new Cognos environment, the deployment fails to load the users- we got messages CM-REQ-4163 , CM-REQ-4111 and CM-REQ-4191
