Error description

• The GSKit of IHS and Plugin will depend on the Microsoft
  Visual Studio 2013 runtime instead of 2008.  The new
  pre-requisite checker is required for IHS and Plugin to verify
  this dependency before installing the IHS and Plugin offerings.

Problem conclusion

• Updated the code for the pre-requisite check so that it checks
  for the Microsoft Visual Studio 2013 runtime dependency.
  
  The fix for this APAR is currently targeted for inclusion in
  fixpack 8.5.5.16 and 9.0.0.11. Please refer to the Recommended
