Error description

• When creating a user in SCIM without the name field, a
  NullPointerException is thrown.

Problem conclusion

• Instead of a NullPointerException, a
  MissingMandatoryPropertyException is thrown and informs the user
  of the missing property.
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 19.0.0.2.  Please refer to the Recommended Updates page for
