Error description

• When users attempt to register IMS system in Setup and
  Administration, the following problems occur:
  1) ATY3115E NO STEPLIB data sets found
  2) IMS discovered information shows some incorrect information
        For instance,
            SUBSYSTEM TYPE: ?????
            Catalog is not available although IMS catalog is
  actually available.
  3) Abend S0C4 reason 11 in ATY@IMSI.
  4) An unpredictable error including abend S206-04

  This APAR fixes the following problems of IMS Administration
  Tool:
  
  1) ATY3115E NO STEPLIB data sets found
  
  2) IMS discovered information shows some incorrect information
  
  For instance,
  
   SUBSYSTEM TYPE: ?????
   Catalog is not available
   although IMS catalog is
   actually available.
  
  3) Abend S0C4 reason 11 in ATY@IMSI.
  
  4) An unpredictable error including S206-04
  
  Problem 1) occurs when there are odd number steps before IMS
  control region step in the IMS control region member.
  
  Problem 2) and 3) occur when a parameter is specified to the
  qualifier of DBDLIB or PSBLIB data set name in the IMS PROCLIB
  as follows:
  
   //SYSLMOD DD DSN=&SYS1..PROD.DBDLIB,DISP=SHR
  
  Problem 4) can occur when the IMS control region JCL satisfies
  all of the following conditions:
  
  - The JCL contains a PROC statement, a SET statement,
    or an EXEC statement that calls a cataloged procedure
  - A parameter is specified with multiple values following the
    equal sign on the statement
  - The multiple values are enclosed with parenthesis
  
  For instance,
  
   //stepname EXEC procname,ABC=(xxx,yyy,zzz)
