Error description

• When a user that does not have Write permissions on a folder in
  the Team Content, the + button will still appear, looking like
  the user is allowed to create a new folder. When clicking the
  button and entering a name for the folder and then pressing
  enter, Cognos Analytics then shows you the following error
  message: "CM-REQ-4012 You do not have the appropriate
  permissions to update or delete the object "/Team
  Content/Samples" or a related object." This folder is then not
  created.
  
  This button should be hidden/greyed out in the first place, as
  it leads to confusion making the user thing they can create a
  new folder. This behaviour was occurring in older versions - R9
  confirmed, but not occurring anymore in R13.
