Error description

• ATF extract job gets ABENDS002-18 when writing a block to the
  extract data set due to the block length exceeding the specified
  DCBLRECL.                              IEC036I ABENDS002 S002 18

  ATF extract job abends S002-18 when writing a block to
  the extract data set due to the block length exceeding
  the specified DCBLRECL.
  

Problem conclusion

• ATF extract utility does not correctly validate the length
  of the block being written, which could result in attempting
  to write a block with length >DCBLRECL, but <DCBBLKSZ.
  This is corrected, the block length is now tested to be
  <DCBLRECL.
