  Expected Result
  Side-by side comparison of the WebSphere topology (as previously
  captured on the UCD resource tree using plugin capability
  Configure using WebSphere Topology Discovery) on the left, and
  the freshly-queried WebSphere topology on the right side of the
  comparison panel, with differences in topology and basic setting
  properties clearly visible.
  
  Actual Result
  The capability is working, however on the right side (cell side)
  of the comparison panel, there are many extra, empty resource
  groupings shown, typically if not always with no properties
  (screenshot below). These multiple extra empty Cell Only
  resources are distracting and make it challenging to navigate
  the comparison tree since a lot of extra scrolling is needed and
  it is easy to lose context while scrolling through dozens of
  rows of extra Cell Only resources that don't seem relevant to
  the comparison. When there are actual topology differences, the
  differing resources can be offset by many rows of what we
  believe are unnecessary Cell Only resource groupings. If that
  extra level of Cell Only resources were not shown, the differing
  topology would be more clearly visible.
  
  Desired behavior
  We would like not to see the extra level of empty, Cell Only
  resources on the topology comparison resource tree.
