Error description
When the usage metering feature is enabled, usage metrics are collected every 15 minutes and submitted to the usage metering service. When shutting down the server, one final usage metric submission should be sent to the metering service, and this is not occurring. Metric information since the end of the prior 15 minute interval will be lost.

Problem conclusion
The usage metering feature of WebSphere Application Server has been updated to collect usage metrics when the server process is stopped. Complete usage metric information will be available for the application server process. The fix for this APAR is currently targeted for inclusion in fix packs 8.5.5.15 and 9.0.0.11.
