Error description

• If you create an event in the 11.0.13 with an email task, and
  that email task has no recipient, you can still save the event.
  No warning or errors are display.
  In addition, the event status was recorded as "succeed" on IBM
  Cognos Administration.
  *You got error message when they set schedule from report
  property without e-mail address.
  It is different behavior from Event Studio.
