PH05896: ADD ABILITY FOR NEW CUSTOMERS TO NOT CHANGE THEIR JCLS

Error description

• Newly acquired customers may have a problems with changing their
  working JCLs and syntax for utilities. This enhancement will add
  ability to use UET without removing utility syntax which is not
  recognized by UET or DSNUTILB from JCLs (it will be removed at
  run-time). Also, will be added, the ability to enable/disable
  "skipping interception for third-party utilities (ABP-2779)" via
  hidden parameter in the OPTIONS module.
