Error description

• DRF/XF HCHECK periodically fails with
  IRO0032E SERVICE FAILURE, SERVICE: BPEPOST FUNC=POST ,
  RC=000000C, RSN=00000000
  Due to a timing problem, a BPE system ECB is double posted.
  The fix will create a unique ECB.
