PH05487: RETEST FAILS IF THE SCAN DOES NOT HAVE A STARTING URL

Error description

  • Observed Behavior: On running retest on a scan for which there
    is no starting URL set, the issue moves to retest status
    incomplete
    
    Expected Behavior: The retest should complete successfully even
    if there is no starting URL present since the scans have run
    based on the manual explore URLs set.
    
    Workarounds (if any): Set the starting URL for the scan
    
    Steps to Reproduce.: -> Create a content scan job
                                   -> Add manual explore content to
    the scan job (DONOT add a starting URL)
                                   ->  Run the scan
                                   -> On completion of the scan,
    open the scan Security Risks report
                                   -> Choose any random issues and
    run retest on the issues
                                   -> The retest status move to
    Incomplete.
