Error description

• Infrequently, when very many transactions are created
  concurrently, an FFDC incident will be created for a
  java.lang.IllegalStateException: J2CGlobalConfigProperties
  internal error. Set once property already set.
  These FFDC records can be ignored.

Problem conclusion

• The intermittent IllegalStateExpcetion will not occur with
  this fix.
