Error description

• Two issues addressed as follows:
  1. IRUR x'4518' DSAP statistics may be reported incorrectly due
  to a working storage area not being fully cleared before
  accumulation phase.
  2. SYNCELAP form field is reported as hyphen when SYNCPH1E is
  also reported as hyphen, even though SYNCPH2E has a value.

Problem conclusion

• 1. Working storage for IRUR x'4518' DSAP statistics is reset
     at each statistics interval.
  
  2. SYNCELAP field value is SYNCPH1E+SYNCPH2E. If SYNCPH1E is
     not available then SYNCELAP value is reported as 0+SYNCPH2E.
  
  3. Readability improvements to some dialog help panels.
