PH04193: RESOURCE FILE COMPARISON DEFAULTS TO FILE DIFF ON EMPTY PROPERTY

• Closed as program error.

Error description

• For some plugins, such as WAS-Configure, the user can compare
  configuration JSON configurations for WebSphere resources.
  However, if some of the properties are empty (""), such as a
  property of the "WebSphereProperty" role, even if its not
  required by the json, is considered required by the default,
  this will cause any attempts at doing a Resource comparison to
  default to a basic file Diff.
  
  Note: The size of the JSON files compared is NOT a factor in
  this APAR.
