Error description

• While attempting to update an SCIM user ID, SCIM will return
  a 500 HTTP status code with an IllegalArgumentException
  message when it should return a 400 HTTP status code.

  While attempting to update an SCIM user ID, SCIM will return a
  500 HTTP status code with an IllegalArgumentException message
  when it should return a 400 HTTP status code. It also does not
  return a JSON response but instead returns an HTML page whose
  contents may include the following:
  
  java.lang.IllegalArgumentException: The ID of the user, Users,
  cannot be updated to uid=user,o=ibm.com
  

Problem conclusion

• The code has been updated to return an HTTP 400 status code.
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 18.0.0.4.  Please refer to the Recommended Updates page for
