  When a Cordova-based application is running and it receives
  multiple messages, the messages received after the first may
  not be displayed when clicking on them.  Instead, the messages
  are displayed after the app is restarted.
  When a user selects the notification to view via the
  notification shade, the app should move to the foreground (if
  it isn't already) and the "Success" callback should be invoked
  to display the notification.  The defect addressed by this APAR
  is that the callback isn't invoked for subsequent notifications
  until after the application is restarted.  Upon restarting the
  application, all uncalled Success callbacks are invoked.
