Error description

• Restore the inheritance of the (implicit or explicit)
  (UN)ALIGNED attribute from a DEFINE ALIAS to anything declared
  with that type.

  This code had been changed in an attempt to clean up exactly
  which attributes are valid in DEFINE ALIAS statements
  

Problem conclusion

• Apply the PTF for this APAR - and then the new UUID4 and UUID5
  built-in functions will also be available.
