Error description

• When the zosWlm-1.0 feature is enabled, the health state of
  a server never gets to 100 percent like it should based on
  the values specified on the interval and increment
  attributes in the zosWlmHealth configuration element. The
  health state only ever gets to 2 percent.

Problem conclusion

• Updated the code so the health state of the server will get to
  100 percent.
