Error description

• There is no option to skip to main content of their report in
  Cognos Viewer. Users will always have to tab through the entire
  top elements of the page (i.e, application/navigation bar)
  before focus is brought to the report elements.
  
  As per the WCAG 2.0 guidelines (https://www.w3.org/TR/WCAG20/)
  there should be a mechanism is available to bypass blocks of
  content that are repeated on multiple Web pages.
