  An Android mobile application using API level 26 + may crash
  with the following error. Based on Google play reports the
  crashed apps were running Android 8.0 and 8.1:
  
  java.lang.RuntimeException: Unable to start receiver
  com.parse.GcmBroadcastReceiver:
  java.lang.IllegalStateException: Not allowed to start service
  Intent { act=com.google.android.c2dm.intent.RECEIVE

Problem conclusion

• Have provided support to API 26 and more.
  Moved Client SDK API level to 28 to support latest Android APIs.
