PH03132: TAG FILTER IN RESOURCES IN ENVIRONMENT DOES NOT RETURN ANY RESULTS

Error description

• The issue below was reproducible in UrbanCode Deploy 6.2.6.1 and
  also in 7.0.0.0, with both Chrome and FireFox browsers.
  
  Steps to reproduce:
  
  1. Create some resources with Resource Tags
  2. Create an Application with an Environment
  3. Add the Base Resource to the environment so that some
  resource tags are visible
  4. Filter on tags: nothing is selected even if there are
  matching resource.
  
  This does not reproduce on the global resource tree, but just in
  an environment.
