PH02190: INCONSISTENT PROMPT USAGE WHEN RUNNING FROM THE REPORT AUTHORINGTOOL VS RUNNING FROM THE PORTAL IN NON-INTERACTIVE MODE

Error description

• When running a NON-INTERACTIVE report from the Report Authoring
  tool with a text box prompt that is set to Required=NO, the text
  box prompt parameter is used in a filter where Required=YES, and
  the Query has the Use for Parameter Info property set to NO, the
  prompt will show as "optional" (ie no red underline under the
  text box). However, if you run the report from the portal (eg go
  to Team Content and click on the report to run it), the prompt
  will show as "Required" (there will be a red underline under the
  text box and you can't proceed without providing a value).
  
  When the report has "Run with full interactivity" set to YES,
  this issue does not occur.
