Error description
As a developer, I need to build in instrumentation that can detect and prevent excessive IN-collector elapsed time so that I can protect customers from looping situations that could bring their environments to a halt. Acceptance Criteria With artificially or live / actual generated looping conditions, CQC consumers should note (via message) that a process is taking too long (via message to the customer/log) and will be terminated. The amount of time the CQC consumer should be allowed to run in this high resource consumption state should be configurable by the customer, but not be able to be disabled entirely (i.e. there is a maximum 'loop control/other' that can be specified.) CQC should indicate to the consumer via API, the process(es) in this state and recover to the point that at most, its client may get a null/NA response for some data, but CQC will stay operational and accept further commands/requests.
