Error description

• The Agent Worker runs in UTF-8, so the agent.out is written in
  UTF-8:
  -Dfile.encoding=UTF-8
  -Dconsole.encoding=UTF-8
  When the agent runs impersonation code, it invokes operating
  system commands, like chmod.
  If the chmod command fails, the exception/error message is
  output in the agent.out in garbled form (because the shell would
  write it in IBM-1047).
