  ULB does not answer IPv6 neighbor requests for the cluster so
  machines do not route ipv6 cluster traffic to LB on windows.
  

Problem conclusion

• IPv6 neighbor notifications can be sent to the IPv6 neighbor
  multiple address and ULB was not listening on the multicast
  address on the windows operating system.
  
  Code has been corrected so that ULB will listen on the
  multicast address and thus answer the cluster address request
  and traffic will be routed to and forwarded by LB.
  
  Affects windows users with IPv6 clusters only.
