PH00878: REMOVE REQUIREMENT TO PLACE SQLID IN QUOTES ON TCZ DB2 PARAMETERS PANEL

Error description

• Currently, any value specified in the '*SQLID used while
  creating DB2 objects' field on the TCz Db2 Parameters panel
  must be specified in quotes unless it is the default value
  of USER.  This APAR will remove that requirement and will
  no longer require the value to be specified in quotes.
