PH00319: ADHP005S UNABLE TO ESTABLISH A CONNECTION WHEN BLOCKING FROM A DD IS IN USE

Error description

• When a blocking policy is used from a DD, the 'ADHP005S Unable
  to establish a connection' messages were produced for less than
  three seconds, then a connection was established with no
  further issues shown. The root cause is that the function
  initGUARD is called twice and the initial connection is lost.
