PH00111: WMQ V9.0 SMF116 LATENCY RECORD FIELDS SET TO ZERO FOR SOME QUEUES

APAR status

• Closed as program error.

Error description

• Fields MAXLATNT, MINLATNT and TOTLATNT in SMF116 records are
  filled with zeroes after migrate to IBM MQ for z/OS
  Ver.9.0, for some queues.
  
  From the SMF data and dump I can see there is another codepath
  that can result in the WWFR control block not being created
  when only Class 3 accounting is enabled.

  When CSQMCPRH checks whether it needs to allocate a WWFR control
  block for the current task due to Class 3 accounting trace being
  enabled, it only does so for QRPL requests from RMID's other
  than MMC.
  In CICS environments, when an ACE/EB is reused from the MCLB
  free chain it is possible that no WWFR will have been allocated
  and for only MMC related requests to be processed. In this
  situation the WWFR is never allocated, and so the affected
  fields are not correctly populated.
  

Problem conclusion

• CSQMCPRH is changed to allocate the WWFR if accounting class 3
  is enabled, for all QRPL requests.
