Error description

• In the ACTCONNIN it is indicated TG0 during XID prenegotiation
  phase. However, TG0 is selected and sent back in the CONTACT
  RU. The actual TG number is not negotiated during XID3 time.

  Then using a configuration services XID exit routine for dynamic
  switched definitions, the user attempted to establish a CP-CP
  session between VTAM and a switched device attached to a 3172.
  During the session activation process, however, a TGN=0 was used
  and the CP-CP session was rejected because the device was
  defined as a dependent LU.
