Error description

• OPT32 allocates an invalid SMS data set.  Entering the
  following  on the 3.2 allocate panel ISRUAASE for what will
  be an SMS dataset results in a data set being allocated with
  an un-initialized data set organization:

• ISPF development is uncertain of the impact of this change on
  existing installations.  Passing a 0 for the directory blocks
  value to SVC 99 is different that not passing the directory
  blocks text unit at all, and may interfere with ACS routine
  processing.  ISPF understands the request and will investigate
  it for possible future product enhancement.
