    lobrary. The member was BUILT by SCLM (using LKED/BINDER)
    the LLA managed load library that was operating in FREEZE mode.

Problem summary

    If a library is in LLA in FREEZE mode and SCLM builds a load
    module into that library, subsequent attempts to load that
    module will result in an ABEND 106, RC28.
    

Problem conclusion

  • SCLM post-processes the load module to add a date/time stamp to
    the SSI area.  It does this by issuing a BLDL for the newly
    built load module, updating the SSI area, and issuing a STOW
    to write the new directory entry.  Since the library was in
    LLA FREEZE mode, the BLDL returned an old directory entry rather
    than the newly built one.  The BYPASSLLA keyword has been added
    to the BLDL macro to ensure the correct directory is returned
    by BLDL.
