APAR status

• Closed as program error.

Error description

• When we try to display SDF2 primary menu, DGI@PRIM that has
  CCSID of 00939, we get incorrect output on the panel.
  Most lowere case English is translated to large b 'B'.
  EX) Licensed ==> LIBBNSBB
  To bypass the problem, we remove CCSID statement on DGI@PRIM.

• remove CCSID statement from DGI@PRIM.

  ISPF panels that have CCSID 00939 specified on
  the )CCSID statement do not translate all characters
  correctly.
  

Problem conclusion

• The translate tables for CCSID 00939 have been corrected.
  Also DBCS code was not being handled correctly if a
  )CCSID statement was coded in an ISPF panel. If CAPS(INPUT)
  or CAPS(OUTPUT) was coded for an attribute, ISPF was
  incorrectly setting X'40' to be an attribute. This could
  cause DBCS data to be treated as non DBCS data in the
  code that checked for attributes. The DBCS data was then
  translated as single byte data using the CCSID supplied.
  This code has been corrected so that CAPS(INPUT) and
  CAPS(OUTPUT) are correctly handled. The DBCS data will now
  be skipped when translating using the supplied CCSID value.
