When zSecure Access Monitor, Alert, and near real-time QRadar
support started tasks have insufficient access to the C2PACPRM
referred data set, the started task fails. The data
consolidation function of zSecure Access Monitor is not
restarted properly using the 'MODIFY CONSOLIDATE' operator
command as the consolidation started task is not recoverable.
