OA68300: KEY ROTATE OF AN EMPTY NON-VSAM FILE CAN RESULT IN SUSPENDED GROUP ZDMF/K

• Closed as program error.

Error description

• When running a key rotation on non-VSAM datasets,the group may
  be suspended if one or more datasets are empty. Message
  GZD4205E Error opening target data set DSN=<dsn>
           R15=0010  ACBERFLG=00000000
  and/or abend S213-91 may be seen.

Problem summary

  * PROBLEM DESCRIPTION: Group suspends, message GZD4205I, and   *
  *                      abend S213-91 may be seen during a key  *
  *                      rotation.                               *

  * RECOMMENDATION: Apply provided PTF when available.           *
  ****************************************************************
  The keylabel from the source dataset is used to open the target
  dataset to obtain information for decryption of source data.
  S213-91 indicates that the Keylabel used to open the target
  dataset during a Rotate is not the same as the keylabel from
  the source dataset.
  

Problem conclusion

• New fields were added to the encryption control block on DASD
  that were not being copied from the source dataset to the target
  dataset before opening; thus causing the S213-91.
