OA67980: SYSTEM_SHUTDOWN COMMANDS DO NOT EXECUTE WHEN USING SCOPE=ONLY AND INGREQ ALL

APAR status

• Closed as program error.

Error description

• Running INGREQ ALL with SCOPE=ONLY is the default, and the
  SYSTEM_SHUTDOWN commands do not exectute.
  If SCOPE=ALL is the default, the System_Shutdown commands
  execute as expected.

  * PROBLEM DESCRIPTION: When initiating a system shutdown       *
  *                      using INGREQ ALL REQ=STOP SCOPE=ONLY    *
  *                      the extended system shutdown commands   *
  *                      from entry SYSTEM_SHUTDOWN in the MVC   *
  *                      component are not executed. Using       *
  *                      INGREQ ALL REQ=STOP SCOPE=ALL the       *
  *                      extended system shutdown commands are   *
  *                      triggered as expected.                  *

  When checking whether extended system shutdown commands need to
  be executed or not an automation manager query is done against
  the SYG resource to distinguish and set the shutdown type
  according to existing votes. This was only done for requests of
  type MAKEUNAVAILABLE (SCOPE=ALL), whilst requests of type
  MAKEUNAVAILABLESO (SCOPE=ONLY) were not honoured.
  

Problem conclusion

• The routine responsible for distinguishing and setting the
  shutdown type was changed to properly check for both request
  types before deciding whether to set a shutdown type or not.
  Thus, if an INGREQ ALL REQ=STOP is issued the extended shutdown
  commands (if defined) will be triggered for the system shutdown
  regardless of the SCOPE specification.
