Error description

• When customer starts C2PACMON or C2POLICE under SUB=MSTR, ABEND
  002-04 occurs, along with messages "C2P0900E reclen outside
  bounds 00003520 reduced to 00000004", and "IEC036I 002-04,IGC00
  05E,C2PACMON,C2PACMON,C@PTSPRT,0A33,ZTMPA1,SYS25113.T205206.RA0
  00.C2PACMON.R0100003"

  When zSecure Access Monitor and zSecure Alert started tasks
  (C2PACMON and C2POLICE respectively) are started under the
  MASTER subsystem (with the SUB=MSTR parameter), they might
  ABEND002 RC4 with a MSGC2P0900E which begins with the text
  "reclen outside bounds..." and a MSGIEC036I which begins with
  the text "002-04,IGC0005E...".
  

Problem conclusion

• zSecure Access Monitor and zSecure Alert started tasks code has
  been modified, so that it does not ABEND002 RC4 when started
  under the MASTER subsystem.
