  When RACF program control is not active (the 'SETROPTS
  NOWHEN(PROGRAM)' option is in effect), the zSecure Collect
  issues multiple MSGCKF1024 containing unreadable text.
  

Problem conclusion

• zSecure Collect has been modified, so that it does not issue a
  series of MSGCKF1024 in cases where RACF program control is not
  active.
