  zDMF code which should be relegated to the security

  * PROBLEM DESCRIPTION: This change realigns the target data    *
  *                      set high level qualifier validation     *
  *                      decision to the security administrator  *
  *                      role. zDMF uses a new FACILITY class    *
  *                      profile STGADMIN.ZDMF.ADMINISTRATOR     *
  *                      with APPLDATA containing the list of    *
  *                      allowed target data set high level      *
  *                      qualifiers. The security administrator  *
  *                      sets the content of the APPLDATA field  *
  *                      in the profile. See the documentation   *
  *                      updates provided by this APAR.          *
  *                                                              *
  *                      This new profile also obsoletes and     *
  *                      replaces the old FACILITY class         *
  *                      profile, STGADMIN.ZDMF.MIGRATE.ALLOW,   *
  *                      used to validate authorized zDMF        *
  *                      administrators. As with the old         *
  *                      profile, authorized zDMF administrators *
  *                      must have READ access to the            *
  *                      STGAMDMIN.ZDMF.ADMINISTRATOR profile.   *
