Error description

• After a rotation which appears to have worked, some number of
  the datasets return an i/o error when trying to browse them.

  * PROBLEM DESCRIPTION: When a ROTATE is run on non-VSAM files  *

  *                      dataset encryption (i.e. not extended   *
  *                      format), in some cases, the resulting   *
  *                      file is unreadable, and gets I/O        *
  *                      errors.                                 *

  * RECOMMENDATION: Apply the provided PTF.                      *

  Convert to Extended is being processed even if the Variable
  record length sequential file is in Extended format.
  

Problem conclusion

• Program changed to bypass Convert to Extended processing if the
  request is to Rotate the keylabel.
