Error description

• SMSPDSE1 shows high usage of the Tree Roots Cell Pool allocation
  
  Verification steps :
  
  1) Obtain a dump of the PDSE address spaces using the following
  COMM=(PDSE DUMP)
  JOBNAME=(SMSPDSE*),
  SDATA=(PSA,CSA,SQA,GRSQ,LPA,LSQA,RGN,SUM,SWA,TRT),END
  
  2) IPCS format the dump and issue the following command:
  
     IPCS VERBX IGWFPMAN 'F(POOLS) JOB(SMSPDSE1)'
  
  3) Find 'Below the Bar Storage' towards the bottom of the output
  *   Below the Bar Storage

• A restart of the SMSPDSE1 address space will the free the
  storage associated the Tree Roots Cell Pool in the SMSPDSE1
